Long Overdue needs to be a "magical status" for the copy editor

Bug Description
The Copy/Item editor in Evergreen includes some statuses that are "greyed out" and therefore not available for staff to manually assign. The "Long Overdue" feature, developed on behalf of GPLS for the PINES libraries (see bug 1169193 for details) created a new status called "Long Overdue", that behaves much in the same way as "Lost" processing, and it should be included in the list of "magical statuses".
