rabbitmq-server does not have multi-network support

Bug Description

In a OpenStack deployment, other charms like percona-cluster, glance, cinder, nova-cloud-controller, etc. can have multi-network settings with access-network, os-admin-network, os-internal-network and os-public-network.

However rabbitmq-server charm does not support this kind of network settings. If we split traffic from MAAS PXE network, rabbitmq-server communication still happens in MAAS PXE network. It would be great if the charm has multi-network support.
