Bug Description
Instead of the need to import message error, we need to provide a message saying that the cluster has images but the region does not. This will help those that upgrade from 1.5 -> 1.7.

This fell off 1.7.0, but we'll do a better version for 1.7.1 in order for the LTS backport to have it.
