Bug Description

ENV:
devstack from master, heat and nova network.

Steps to reproduce:

1. Create cluster with auto security group.
2. Get error:

hi Andrew

i checkout your patch and rebase to master, launch a cluster with cdh plugin using auto_security_group= true.

but still met this error

    Fixed auto security group for nova network

    Replaced OS::Neutron::SecurityGroup with AWS::EC2::SecurityGroup.
    AWS::EC2::SecurityGroup supports both neutron and nova network.
    We don't use neutron-specific instructions.

    Enabled auto security group in integration tests for hdp2 plugin.

    Increased version of heat engine.

It couldn't be back ported because of heat template schema changes.
