Bug Description

Devstack installation doc suggests to set EXTRA_OPTS parameter. EXTRA_OPTS was removed in Juno (https://review.openstack.org/#/c/109249/).

Proposed solution: merge https://bugs.launchpad.net/devstack/+bug/1403680 and remove note about auto_assign_floating_ip at all.

    Removed EXTRA_OPTS tuning from devstack configuration

    Floating IPs are not required for nova network and devstack
    doesn't set up sahara to use them anymore
    (https://bugs.launchpad.net/devstack/+bug/1403680).
