Logstash and Elasticsearch use too much RAM on AIO

Bug Description

In the AIO server, and thus the gate check on commit, Logstash and Elasticsearch consume too much RAM - resulting in tempest test failures. It would be best to restrict the RAM usage for these services in the AIO to prevent this happening and improve the reliability of the gate testing on commit.

    Reduce logstash and elasticsearch memory heap size for AIO

    This patch reduces the memory heap size for the elasticsearch and
    logstash services for the AIO build. This is for the purpose of
    improving the reliability of gate commit checks.
