Nova Compute installation fails due to missing libvirt package

Bug Description

In all three branches, the Nova Compute playbooks fail because the required libvirt package (1.2.2-0ubuntu13.1.8) isn't present within these pools:

- http://mirror.rackspace.com/ubuntu/pool/main/libv/libvirt/
- http://archive.ubuntu.com/ubuntu/ubuntu/pool/main/libv/libvirt/

The version has seemingly been removed.

Running the `nova-compute.yml` playbook from within the Juno branch yields this error:

    Fixes issue with missing pinned package

    The package "libvirt-bin=1.2.2-0ubuntu13.1.8" was pulled from the upstream
    ubuntu archive and has since been pulled from the rackspace ubuntu mirror
    because this package no longer exists we must rev our pinned version of
    it the lastest stable release. The new version of this package is now
    "libvirt-bin=1.2.2-0ubuntu13.1.9"
