Implement action to return total sum of USAGE (from ceph df)

Bug Description

We'd like to easily tell how much data has actually been stored in a Ceph cluster. Note stored, as opposed to used, which can be much higher based on the number of replicas and/or erasure coding options. In other words, if I store 2x 1GB files in an otherwise pristine Ceph installation, I would like to get the value 2GB back. If I store 10x 20GB files I'd like to get 200GB back. Again, regardless of how individual pools might be replicated.

This may be equivalent to the sum of the USAGE column in ceph df output: http://paste.ubuntu.com/10392459/

Both ceph and ceph-mon have a pool statistics action that returns the full output of ceph df.
