[Dashboard] 'Delete Environment' button is missed at environment details page

Bug Description

It will be good to have 'Delete Environment' button on the Environment detailed page.

But need to make sure, that notification about removing all vms and apps will be shown.

We could have something like a stack menu from stack page openstack_dashboard/dashboards/project/dashboard.py

or just add delete and abandon buttons

I am new to openstack. I have already installed the development environment of openstack. Do I have to install something additional for Murano?

    Now the environment details page is missing 'Delete Environment'
    and other action, this patch adds the table action for this detail
    page.
