Deactivate vibrations in apps globally or per app in system settings

Bug Description

Some important base apps like the terminal app oder dekko email client vibrates often when wipe or touch some events. This requires much energy from the accumulator for "nothing" or even disturbing the user.

This behaviour is independent from the three vibration settings in "language & text" (for the keyboard only) and "audio" in the system settings.

Recommendation: Add a setting in system settings to deactivate vibrations in apps globally or per app.

Possible fix: Maybe this is a task for apparmor, I don't know. But it is not security-related so maybe a simple permission group for the vibration device could help. Each app get a permission to that group but the user can switch it off. When he deactivate it globally the permissions should be stored for later restoring of the current state and then all apps should leave the group.

Details: A possible place for this setting would be for example in the already existing "system settings -> notifications" with a new submenu or list "vibrations in apps". But at this point I realize that the place there is maybe not optimal because it intends more notification settings then other settings. And secondly it would be fine if vibration disabled apps could send vibration notifications too but are not allowed to vibrate without a real notification only because of simple touch and wipe events.

SUGGESTION: But for a short term till middle term fix a simple global setting for all apps and all vibrations including notifications if necessary would be fine. Maybe a terminal command or script for the right settings and permissions as a first step.

This is due to bug #1433590, the existing setting in the sounds panel is intended to control this
