[OSTF] test_check_neutron_objects_creation test leaves garbage security groups

Bug Description

After OSTF test test_check_neutron_objects_creation passed - one security group left unremoved.

Steps:
1. Create new environment (Ubuntu)
2. Neutron VLAN.
3. Choose both Ceph
4. Add 1 controller, 1 compute, 1 CephOSD (RF=1)
5. Deploy.
6. Open Health Check tab and run test "Check network connectivity from instance via floating IP"
Wait until test pass successfully.
7. Navigate to horizon/project/access_and_security/ to Security Groups tab.
8. Can see there default security group and garbage security group with name like ost1_test-secgroup-smoke-netw1317010711
If repeat test "Check network connectivity from instance via floating IP" several times, then will see several garbage security groups.
