USB mouse doesn't work

Bug Description

Two mices tested: Logitech M100 and a4tech X-738K. Both don't work after POR. They are powered during BIOS boot and disabled during Mint startup. For M100 sometimes it's enough to reset X (ctrl+alt+bckspc). a4tech only works when connected together with M100 and then X reset. If connected alone, X reset doesn't help. Both mices work in BIOS w/o issues, under Windows also no issues. Mint 17.1, XFCE 4.12.
