[1.8b5] Commissioning script contents is shown under other settings

Bug Description

When accessing the settings page, Commissioning scripts contents is being shown under other setting options. However, when I click F5, the contents is shown correctly (see both attached screenshots).

That being said, the contents of the commissioning scripts should not be shown by default. By default, it should be collapsed and we should allow accessing the contents on a drop down. The reason behind this is that if we were to have multiple commissioning scripts, or very large, it would not look appealing.

This is actually a JS issue, from me removing to much of the YUI code. I will need to add it back in.
