[clock] Location granularity is not sufficient

Bug Description

The GeoLocation plugin the Clock app uses prefers the "adminName1" variable of the resulting data. In the US, this is the County. "adminName2" is the US State, which is also too vague. The app should use the discovered cityname, then maybe the "adminName2" tag.
