Bug Description

All tests in python-fuelclient fail because the python-keystoneclient is incompatible with the newest oslo on PiPy.
Therefore either keystone client has to be updated, or the version of oslo.utils has to be frozen.

    Pin version of oslo.config and oslo.utils

    'python-keystoneclient' is incompatible with the newest 'oslo.config' and
    'oslo.utils' located at PyPI. Pin usable version of 'oslo.config' and
    'oslo.utils' to be less than 2.0.0
