[Fuel Plugins] Incorrect commands for rpm Fuel Plugins

Bug Description
Please, rework the Fuel Plugins CLI section [1]
for fp plugin should be:
fuel plugins --install <fuel-plugin-file>
for rpm should be:
yum install <fuel-plugin-file>
fuel plugins --sync
otherwise, the rpm plugin won't appear in the output of fuel plugins --list command and in the Fuel web UI.
not sure if we should leave this and what this does:
Register the plugin in Nailgun with fuel plugins --register <fuel-plugin-
Please, use the correct RST as well to display the commands not in grey.
