Bug Description

The functionaltests.api.v1.functional.test_quotas.py::test_get_quotas_with_defaults() method assumes that the default quota limit for all resources is -1. Deployers can change these default limits however, so this default value should instead come from the etc/barbican/barbican-functional.conf file used by the functional tests.

This bug is to add those configuration fields.

    Add default quota limit config to functional tests

    Expected quota limits were -1, but deployers can change these defaults
    so functional tests should also allow for these default limits to be
    configured. This CR adds those configurations.
