provider/ec2: "iops" should be per-GiB in EBS pool config

Bug Description

The EBS storage provider has an "iops" config, which is currently passed directly through to the AWS API call when creating volumes. This doesn't make much sense, because allowable IOPS is a multiple of the volume size. Instead, the config should be considered "per GiB", and multiplied before sending to the API call.
