Bug Description

In change https://review.openstack.org/#/c/105450/ introduced type checking of the default value to the Opt and logged a warning.

This change now raises an exception as per the comment in the original change. Relates to bug https://bugs.launchpad.net/oslo.config/+bug/1261792
