Bug Description
Since added possibility to define option network groups,
network roles which mapped to optional network should be skipped from serialize if network is disabled.
This functionality already implemented, but only in *80 classes.
All tests uses same fixture openstack.yaml not depends on versions.
So old tests (< 8.0) fails when new fixtures added andrequires new functionality.
Need split openstack.yaml fixture by versions for tests.
