New location is not detected on refresh

Bug Description
Got the weather in Vermont, nice
Went home
Opened the weather app and saw the forecast for Vermont
Pull down to refresh
I expected to see my current location
I do not see any other way in the UI to trigger this.
I see it eventually changed but by toggling location access in settings it reset right away.
I no longer see the Vermont location in the list, it was not remembered
