Vibration will not turn off

Bug Description

Vibration continues to work even if it is turned off in settings (Vibration and other Vibration).
Vibration continues to operate only in almost all apps. For example in the browser menu button and forward arrow. For bq aquaris e5

This is not a duplicate of bug 1433590, which speaks of system security.
In my case the vibration continues to work only for some apps when in systems Settings the vibration is disabled

Do you have examples of apps that do follow the setting? If you do, then you're right that this is not a duplicate, so please reopen it.

OK I try to describe what happens:

- Move to system settings > Sound > Switch off Other Vibration
   Iin the system settings panel vibrates nothing

- Open Browser > tap menu icon to open=vibration - tap menu icon to close=no vibration
                                                                                                     - In menu tap each icon= vibration (Ex. share)> tap cancel=vibration
                                                                                                     - Tap new tab=vibration
                                                                                                     - Tap done=vibration

Open Unav

- Tap Arrow icon=vibration
- Tap Search=vibration
- Tap Back arrow=vibration
- Tap menu=vibration>Tap settings>vibration> in the settings panel each tap vibrate
- Tap back arrow=vibration

Open calculator
- Each tap vibrate

Orga container vibrate each webapp
Open camera= Each tap vibrate

 Open Weather

- Tap settings=vibrate
- Tap units=no vibration
- Tap temperature=vibrate
- Tap celsius or fahrenheit=no vibration
- Tap back arrow=vibration

Open Telegram
- Each icon above= vibration
- Tap chat=vibration
- Tap attachments icon=no vibration
- Tap photo=no vibration
- Tap (select) gallery=vibration
- Tap to image to attach=no vibration
- Tap "X" =vibrate (delay)

And so for all apps except phone and contacts, message and each scope

It is the same as the duplicate bug, the reason it doesn't turn off is lack of accsss to the service that is supposed to do it, so we need to redesign how the control works

The behavior described happens independent of the Other vibrations setting, since it is known to do nothing at the moment.
