private to FIP traffic is dropped

Bug Description

When pinging from a private IP to a FIP, the traffic is dropped and the ping fails.

To repro:

1) Create a router
2) Create a gateway on the router so that you can associate Floating IPs to VMs behind the router
3) Create a network+subnet
4) Add a router interface on the created network connecting it to the created router
5) Create 2 VMs (A and B) on the subnet.
6) Associate a FIP with VM B
7) Ping from A to B. This ping fails.
