[3.0-2723]UI, DNS is showing as enabled even if we disable in WebUI

Bug Description

While testing on enabling and disabling DNS and DHCP getting below issues

Issue 1:
-----------
Disable DNS alone while creating vn.
Both DNS and DHCP are showing enabled if you check either through edit or expansion view.

Issue 2:
-----------
Disbale DHCP alone
If you check through expansion view it is showing DNS disabled DHCP enabled.
But if you click edit there it is showing correctly.

Issue 3:
-----------
Disable both DNS and DHCP
check through expansion view. It will show DNS disabled and DHCP enabled.
But it is showing DNS enabled and DHCP disabled if you click on edit vn.
