Bug Description
To my surprise it seems like v3 keystone api is not deployed by default, and/or in addition to v2.0. Maybe I'm wrong, but settings url to /v3 and like querieing users didn't work.
I have deployed openstack-on-lxd bundle on xenial.

v3 is a feature for the 16.04 charm release; its optionally enabled.
Marking 'Fix Committed' as this has mostly landed in the charms; however its not in the stable charms yet.
