Bug Description

The SMART test is not running in canonical-certification-server. See https://certification.canonical.com/hardware/201409-15506/submission/109633/test-results/ for examples; both /dev/sda and /dev/sdb have disks that support SMART, but the test failed to run with the message 'job cannot be started: resource expression "block_device.sda_smart != 'True'" evaluates to false'.
