Bug Description

since change Ie99cb55febda08c2f16604cc90455764a7aa3a80 , our experimental jobs don't override default ENABLED_SERVICES anymore.

It seems our resources file is not read by gate jobs.

For example : http://logs.openstack.org/49/295849/3/experimental/gate-install-dsvm-networking-bgpvpn-bagpipe/568ad3f/

    devstack: add pre|post_test_hook.sh files

    This files are missing and causing our experimental jobs to
    not work at all.

    This should have been done in I8d9580b480b1cdd3d185d51f13cd06be26310d17.
