The bagpipe driver need to report error on bgpvpn creation or update in the two following cases:
- route_distinguishers are set
- type is not l3

    Add precommit checks to bagpipe driver

    This change adds precommit checks to bagpipe driver:
    - type has to be l3 (create)
    - route_distinguishers can't be specified (create and update)
