Bug Description

linklocal should use/fallback to metadata IP when service IP is not available

to allow linklocal access to VM when service IP is not configured

Fallback to MetaData IP if service IP is not confd

Issue:
------
linklocal flows always assume to use metadata IP as source
IP for the flows, cases where service IP is not available
linklocal access to the VM breaks

Fix:
----
use MetaData IP (169.254.169.254) when service IP is not
configured/available
