Bug Description
Nailgun Task manager prevents the redeployment if there is no changes in nodes list
Version: Fuel 9.0 (build 129)
Steps to reproduce:
1. Deploy a cluster
2. Change settings
3. Push Deploy Changes button
Expected results: Nailgun runs the deployment
Actual results: Nailgun prevents the deployment with the message "No changes to deploy"
