apparmor_parser jobs support does not scale when cpus are brought online

Bug Description
The 2.11 version of the parser add the ability to farm work out to multiple jobs using the -j switch, and defaults to doing parallel compiles.
However in environments that use a scheduler to offline cpus to save power, the parser only looks at the currently online cpus when the parser is starting up. Resulting in the parser using a reduced number of jobs (likely just 1).
The parser should recheck available resources after doing some work to allow for schedules to bring new resources online.
