Bug Description
Scenario:
1. Log into Horizon web UI.
2. Go to the ~/horizon/
3. Clink on network`s name
Actual result:
Error: Unable to list dhcp agents hosting network.

This is expected behavior, because in Contrail dhcp agents don't exist.
Fix would be to remove this functionality from Horizon, but doesn't look like something that plug-in should do.
