Bug Description

When using newer kernel like 3.10.0-327.x.y in centos/rhel platforms, vhost0 isnt coming up. pkt interfaces needs to be explicit brought up. This is fixed in Ubuntu platforms as part of bug https://bugs.launchpad.net/juniperopenstack/+bug/1494638 but not done in centos/rhel platforms.
