Change default flow-export-rate from 1000 to 100

Bug Description

In one of the setups, we had 200 vrouters. If the default flow-export-rate is 1000/s, then analytics node should handle 200k flows/second which is too high for it. It was suggested to change the default flow-export-rate to 100.
