[Contrail 3.0.1] Cannot delete external network floating ip

Bug Description

Scenario:
  1. Create external network
  2. Allocate floating ip
  3. Try to delete network
Actual result:
root@node-4:~# neutron net-delete test1
Unable to complete operation on network 8317d673-ed03-4a56-9ae8-6fb7dda8f868. There are one or more ports still in use on the network.
(Ports do not attach to this network)
Expected result:
Network can be deleted

Tried to reproduce,
got result from contrail api

Error: Delete when children still present: ['http://10.109.4.6:9100/floating-ip-pool/c7c4aa0d-737c-4909-8dc8-633afb5a26e7']

I am pretty sure that this is not a bug in contrail plugin, but a feature of contrail itself.
