Bug Description
12 cluters / 200 node lab. Some Rally tests falls when RabbitMQ replication drops down.
One of controlles has neutron agents in inactive state.
Interaction between DVS-Driver and DVS-Agent may cause high load of AMQP. Other components of Openstack use AMQP too. It needs to decrease the sensitivity of AMQP interaction at all.

As temporary solution I can decrease productivity of some DVS operations. It's not good but it could solve the problem. Remote Security Groups may cause AMQP storms.
