Timeout of creation of user heat_admin

Detailed bug description:
During swarm run [0] I found issue in deployment of scenario:
Deploy cluster with separate roles in HA mode
        with Neutron VLAN, RadosGW

        Scenario:
            1. Create cluster
            2. Add 3 nodes with controller
            3. Add 3 nodes with compute
            4. Add 1 node with mongo roles
            5. Add 2 nodes as ceph
            6. Verify network
            7. Deploy the cluster
            8. Verify smiles count
            9. Check networks and OSTF

Additional information:
There is possibility that it has happened because hardware load, because other users have been create successfully and after revert I have created user without problems.
Need to wait for reproduce.
