Bug Description

When a dual SIM handset is used with both SIMs inserted, the user will be prompted to select a default for voice and sms traffic, but not for data (bug #1379412).

It is a market requirement for launches with some partners for this preference to be a user choice before first use.

I believe this means we need a card in the first-boot wizard, that would be active whenever two SIMs are found during that boot (whatever network state they are in).

When we were discussing bug #1379412, it was clear that the desired behaviour was for the phone to be as automatic as possible, and infer the users choice from the state of the SIM registrations/coverage/lock state.

Whilst this might suit some users in some markets, other markets have clear rules that this choice must be made by the user.

I imagine that this might require some care, so if the user selects a locked sim, there must be some option later (perhaps from the indicators) to unlock the sim. I believe this functionality is present, so the only requirement is to express a preference when first booted with two SIMs inserted.

The original assumption of UX design was that we need to reboot the device when user selecting SIM. It turns out cellular data doesn't require a reboot, we just power on/off the connection managers.
