Bug Description

With a network attached to a router, the OpenContrail driver is unable to create a network association with this network.

In attachment an extract of the q-svc.log corresponding of the result of the failed bgpvpn-net-assoc-create command.

Initialize the routers key in make_bgpvpn_dict

This patch prevents to trigger an error with OpenContrail when a
network association is declared on a network bounded to a router.
