Bug Description
Step for reproduce:
* Create env with next nodes:
- a controller
- a compute
- a contrail-control
- a contrail-config
- a contrail-analytics
- 3 contrail-db
- a contrail-control + contrail-config + contrail-analytics
* deploy it
* Run OSTF
* remove a contrail-control, a contrail-config and a contrail-analytics nodes
* deploy changes
* Run OSTF
Expected results: Everything pass
Actual result: 8 functional OSTF tests failed
