Detailed bug description:
Dns resource should be colocated with vip_vrouter instead of clone_p_vrouter otherwise dns resource can be started on the node where there is no interface with mgmt_vip in 'vrouter' namespace, but, dns ocf script is relying on its presence in 'vrouter' namespace.
Steps to reproduce:
1. Start deployment with Fuel 9.0 version
Expected results:
Deployment is passed
Actual result:
Deployment is failed

Impact:
End user can not deploy cluster.
