[UI] Animate the main progress bar on Dashboard tab

Bug Description
Currently the main progress bar is static (for specific percentage) during the deployment. It looks like it stuck and leads to bad UX (users stop their deployments)
We can add the animation for this bar or make blinking dots after the word "Deployment..." or a rotating loading image.
