Bug Description

 On R2.21.x ubuntu icehouse build48 install_contrail fails while installing contrail-openstack-ha (HA setup) due to unmet dependency for php5-json.

The error log is:
The following packages have unmet dependencies:
 contrail-openstack-ha : Depends: php5-cli but it is not going to be installed
                         Depends: php5-common but it is not going to be installed
                         Depends: php5-gd but it is not going to be installed
                         Depends: php5-mysql but it is not going to be installed
E: Unable to correct problems, you have held broken packages.

Looks like the problem is due to missing php5-json in the contrail-repo.
root@nodec21:~# ls /opt/contrail/contrail_install_repo/*php5-json*
ls: cannot access /opt/contrail/contrail_install_repo/*php5-json*: No such file or directory
root@nodec21:~#
