Bug Description
Devstack environment has fixed way of running new processes that seems to abstract from underlying services system (systemcts, initctl etc).
This is done with run_process function which would benefit in:
- removing services files
- increasing devstack integration
- relying more on devstack fixes regarding starting/stopping services
- ability to use comfortable screen utility
