Bug Description
Step for reproduce:
1. Install plugin
2. Run 'fuel plugins' in master node's cli
Expected result: PAckage version and plugin version is 5.0.0
Actual result:

package_version is a plugin format version to use for fuel-plugin-
4.0.0 is latest available, 5.0.0 is not published yet.
