Bug Description
The trust router now supports runtime reconfiguration when a configuration file is changed. At present, any changes to the configuration file cause the dynamic route and community tables to be flushed. This is safe, but overly conservative and may lead to unnecessary temporary service outages until the tables reconverge. It would be preferable only to flush the route/community tables if the configuration changes affect these.
