Install Excel::Writer::XLSX from package on Wheezy

Bug Description

The prerequisite installation for Debian Wheezy, Makefile.debian-wheezy, installs the Excel::Writer::XLSX module via CPAN. There is a package for it on wheezy: libexcel-writer-xlsx-perl.

My understanding is that we generally prefer to install packages when they are available, so I'll be adding a branch to do that.

I have tested it on a wheezy VM and the Excel::Writer::XLSX module is installed as expected from the deb.
