lma collectd cannot be installed when local mirror is used

Bug Description
Fuel 9.1 with lma plugins.
Deployment fails with error on all nodes.
WARNING: The following packages cannot be authenticated!

libpango-1.0-0 libpangoft2-1.0-0 libpangocairo-1.0-0 collectd-core
librrd4
collectd
The workaround is either install collectd manually and continue deployment or put a apt configuration file that allows unauthenticated packages to be installed. The file should be uploaded to all node right after provisioning is finished.
