Bug Description

Whilst deploying kubernetes using conjure-up, using Juju 2.1.0b4 I see errors like:

unit-etcd-2: 08:47:05 ERROR juju.worker.dependency "metric-collect" manifold worker returned unexpected error: failed to read charm from: /var/lib/juju/agents/unit-etcd-2/charm: stat /var/lib/juju/agents/unit-etcd-2/charm: no such file or directory

in juju debug-log
