Bug Description

Keyboard shortcuts do not work if a non-latin keyboard
layout is active in the X.

Additionally, ALt + "foreign key" doesn't work for opening
menus from keyboard.

I would welcome any suggestions on how to fix this (how

Bug #458072 “Hotkeys are keyboard layout dependable” reports this issue is still present in Inkscape 0.47 on Windows platforms with russian (cyrillic) layout.

I confirm bug in Inkscape 0.91 on Windows 8.1.
It is very uncomfortable! Please solve this.
